Yugioh How is Relinquished destroyed?

If there are no monsters equiped to Relinquished, and it has 0 atk and 0 def, does that mean that it cant be destroyed, i dont know the real rules but in anime if there is no attack power you cant attack that? and if you can attack if a 1.5k atk power monster attacks Relinquished does that mean it gets 1.5k life damage?
