Marxist theory of dictatorship?

In Marxist theory the Dictatorship of the Proletariat is to manage the transition to communism and then dissolve. In the Soviet Union, the communists did not relinquish power until the communist state was dismantled and replaced with a liberal government in the 1990s. Why did the communists not relinquish control?
